Did John Kerry collude with ISIS to capture Palmyra?

ISIS terrorist execute prisoners in Palmyra theater in 2015.
It has been clear to all parties for several weeks that the rebels and their terrorist allies in the eastern Aleppo pocket must be evacuated to other terrorist-held areas. Green buses have been on waiting at the exit corridor for weeks. The United Stated has made every effort to prevent a deal from being reached. Kerry has been "backtracking" and "playing diplomatic games".

A deal between the US and Russia was suddenly reached yesterday, only a few hours after ISIS captured Palmyra. The fall of Palmyra is largely the result of the fact that the Syrian Arab Army (SAA) troops defending Palmyra had been transferred to Aleppo to take part in the decisive battles, most notable the Desert Hawks Brigade who were the experts in desert warfare. Palmyra was defended by poorly trained National Defense Force (NDF) troops who were killed by the hundreds in ISIS' initial attacks.

Map of Palmyra as published by pro-ISIS Twitter account.
It seems evident that Kerry and the Aleppo rebels had been told by their masters to hold on to Aleppo as long as it took ISIS to conquer Palmyra.

THE EVIDENCE:

1) It has been a long term US plan to establish an "Islamic State" in eastern Syria. This is revealed in the 2012 report by the DIA. See for example:
2012 Defense Intelligence Agency document: West will facilitate rise of Islamic State “in order to isolate the Syrian regime”
2) A US-Saudi plan called for the relocation of the Caliphate (ISIS) and its terrorist forces from Mosul to eastern Syria, specifically to Deir ez-Zor. The plan was first revealed by Russian sources on October 12, 2016 and later confirmed by Reuters on December 7th.

How Iran closed the Mosul 'horseshoe' and changed Iraq war
3) The US and coalition air forces attacked the Syrian Army in Deir ez-Zor on September 17, 2016. The attack was synchronized with an ISIS ground attack that almost lead to the capture of Deir ez-Zor airport and made it permanently unusable to airplanes.
US airstrike on SAA in Deir ez-Zor
Syria claims that they have recordings of communications between ISIS and US forces during the attack.

4) ISIS is said to have moved 4000 terrorist troops and 200 vehicles to Palmyra, allegedly from Iraq, without the US seeing them or attacking them.

5) The ISIS attack was closely monitored by US drones.

6) Syrian sources claim that prior to the ISIS attack the US Air Force had disrupted all SAA radio communications and radar around Palmyra.

  1. Another good piece, Petri! This is a compelling question, with good points nicely laid out. The only thing the US didn't reportedly do is fire on the defenders themselves - can't do that too often or it becomes obvious.

Of course this wouldn't mean the US wants ISIS to be in charge of anything, but if it's just for a while ... The principle is that if Syria loses territory, and it can be arranged, they should never get it back. ISIS takes it from Assad, the US or someone takes it from ISIS, and give it to whoever, like the envisioned Sunnistan to be carved from both Iraq and Syria. Failed attempts are worthwhile too - you get more soldiers killed, resources sapped, and one step closer to possible regime collapse, at least in an area.

Syrian intelligence obviously made a serious strategic miscalculation by failing to promptly warn the Russian military about 5,000 militants who traveled 220 kilometers along the highway between the “Caliphate” capital of Raqqa and Palmyra.

Monday’s assault came just one day after the hardline group recaptured the ancient city of Palmyra in Homs Governorate. Activists and military sources confirmed the rout, reporting that the army had been forced to withdraw under fire.

Wed Dec 14, 2016 Recent findings have revealed that the Takfiri Daesh terrorist group in Iraq is manufacturing weapons on an industrial scale, with products largely purchased in bulk from Turkey.

The London-based Conflict Armaments Research reported on Wednesday that Daesh has maintained a “robust and reliable” supply chain between Turkey and Iraq, enabling its members to produce tens of thousands of weapons in and around the northern city of Mosul.

  3. And clearly, by simply looking at maps of the Syrian conflict over the past 5 years, the supply corridors used by the Islamic State, via Turkey, to resupply its region-wide warfare were significant until Kurdish fighters reduced them to one, now the epicenter of a questionable Turkish military incursion into northern Syria.

Already, the Turkish army is gnawing away at Syria (Jarabulus) and Iraq (Bashiqa).
When Iraqi Prime Minister Haidar al-Abadi warned Turkey about this act of war,
President Erdoğan arrogantly retorted that al-Abadi was «not on his level» and told him to «stay in his place ». Questioned twice before the Security Council, Turkish ambassador and ex-Minister for Foreign Affairs Feridun H. Sinirlioğlu responded that his country acts for the good of its populations, and that Iraq has no right to evoke international law, nor complain.

Powertrans has a complete monopoly of Iraqi Kurdistan's roads and rail system into Turkey, and Albayrak has denied in the past that he has any connections to Powertrans.

Powertrans have consistently been accused of facilitating ISIS bloody oil from reaching the fields in Iraq to Turkey, AMN reports.

The oil stolen by Daesh in Syria was transported by 8,500 tanker trucks belonging to a company called Powertrans

Furthermore, the trade and smuggling of oil through the Turkish borders has boomed, especially after the fall of a number of oil wells in northern and northeastern Syria into the hands of the armed opposition.85

  4. 12.12.2016 Palmyra Syria – Reports coming out of Russian and Syrian media sources are indicating that Russian Special Forces have been seen joining in the fight to reclaim the strategically vital city of Palmyra from the Islamic State. Russian-led warplanes continue to pound the surrounding area of Palmyra on Monday as reinforcements from the Syria Arab Army flood into the southern city to push out Islamic State fighters in an attempt to stop what could turn into a bloody quagmire that the Assad regime and its Russian allies cannot afford.

ISIS seized weapons in Palmyra, US might strike them if Russia doesn’t – US general
    https://www.rt.com/usa/370310-isis-palmyra-townsend-coalition/

Asked to clarify what kind of weapons the terrorists had, the senior military officer in the US-led coalition against IS declined to elaborate, pointing out that he said they “might” have seized some. “I don’t care to characterize the size, type, or number – any of that.”

No US advisers are working with the Turkish troops or their “partner forces” in northern Syria, which are advancing on the IS-held city of Al-Bab, but Townsend did not exclude the cooperation resuming at some point in the future.

Along with the warehouse-sized weapons cache ISIS now possesses, CENTCOM’s Combined Joint Task Force – Operation Inherent Resolve commander, LT. General Stephen J. Townsend expressed fears that ISIS may now have a sizable stockpile of anti-aircraft weapons which may include man-portable surface to air missiles or MANPADS. General Townsend stated that:

Amaq News also triumphantly reported that these weapons caches have already begun being transferred  to the city of al-Bab in the in north, just east of Aleppo and to the self-declared de facto capital of the Islamic State, Raqqah in the northeast where an influx of ISIS fighters are ending up from the battlefields of Mosul in Iraq.

Russian intelligence along with Russian President Validimir Putin claim that up to 5,000 ISIS fighters that attacked Palmyra came from Mosul due to the U.S. providing what they call ‘safe passage’ for ISIS fighters to escape into Syria with the intent of further flooding Syria with Islamic State forces and destabilizing Russian and Syrian regimes efforts of routing ISIS from Syrian lands.

Palmyra is a highly strategic control point for both the Russian-backed Syria Arab Army and ISIS.

The city is a central hub of Syria’s spider-like network of roadways which would allow ISIS to rapidly deploy forces to city centers such as Aleppo and Damascus as well as the financial windfall ISIS could accrue from the lucrative black market sales of oil and gas within Palmyra’s multiple refineries in the region.
Russia and the Syrian Arab Army have shown that they have every intent on keeping this vital piece of real estate and will continue to slug it out with the Islamic State in the coming weeks to regain control of Palmyra and its surroundings.

Russian authorities are surmising that the Iraqi-led coalition in the retaking of Mosul have sought the easiest route to victory and the terrorists’ final destination was of little or no concern.

Russia and Syria will do what they can to secure Palmyra as the region’s oil production which amounts to 30,000 to 40,000 barrels a day is quite the prize. The Islamic State during its occupation of the region in 2015 used these oil fields to set up an industrial-grade illegal oil operation which have found its way into coalition allied countries like Jordan and Turkey, raking in close to $800 million in revenue back to the Islamic State itself.

  6. Al-Bab, or The Gate, is the last remaining significant stronghold left for Isis before Raqqa

09.18.2016 Dozens of US Special Operations Forces have been deployed to Syria’s border with Turkey to fight Daesh,
or the Islamic State (IS) group there, in support of the Turkish military and “vetted” Syrian rebels, the Pentagon said Friday.
Last month, Ankara launched an ambitious military offensive in northern Syria dubbed “Euphrates Shield”, sending in tanks and special forces to support opposition fighters in a bid to remove Daesh  fighters and Kurdish militia forces from its frontier.
“At the request of the government of Turkey, US special operations forces are accompanying Turkish and vetted Syrian opposition forces as they continue to clear territory from ISIL in and around the area of the Syrian border near Jarabulus and Ar-Rai,” said Pentagon spokesman Jeff Davis. That area is near the flashpoint city of Aleppo.

28 November 2016 Al-Bab, or The Gate, is the last remaining significant stronghold left for Isis before Raqqa
and unlocking the hold of the Islamists on the city and the routes along it is viewed as essential in launching the final campaign against the group and the killing or capturing of its leaders.
    http://www.independent.co.uk/news/world/middle-east/syria-civil-war-al-bab-turkey-kurds-free-syrian-army-assad-raqqa-a7443411.html

Three forces which have been engaged in a bitter struggle against each other in Syria’s civil war are closing in on a city which is a strategic prize for an offensive on Raqqa, the capital of the caliphate proclaimed by Isis.
    Rebel Sunni Arab fighters of the FSA ( Free Syrian Army) with Turkish military backing;
A Kurdish led alliance with American advisors and air support and the regime’s army with Russian backing are closing in on al-Bab in Aleppo Province, fighting each other as well as Isis on the way.
What happens in al-Bab will not only have a major bearing on the future of Raqqa, but also events in Aleppo and the aftermath of the operations there as the Assad regime carries out a push to take the rebel held east of the city.

The developments in Syria show that Turkey’s attack against al-Bab city is aimed at provoking Damascus and Moscow and heightening the terrorists’ weakened morale.

Russia is now the dominant supplier of both oil and gas, but its ally Iran is a Shiite gas-powerhouse that wants to share the market there, and Russia has no objection.

A further double standard concerns the reporting of Russian and Syrian atrocities. Much has — rightly — been made of the so-called barrel bombs dropped on Aleppo by the Russians. Yet rebel commanders in eastern Aleppo use equally hideous weapons.
Last April, fighters from Jaish al-Islam, backed by Saudi Arabia and considered moderate enough that American diplomats retain relations with them, admitted to using chemical weapons against the Kurds in Aleppo. This attack received almost no attention from the media, and failed to generate the faintest outrage in Britain.

Bashar al-Assad: No, this is another fake narrative by the Western governments. Why? Because we have two factories of chlorine. One of them is closed for a few years now, it’s not used anyway, and the other one is in the northern part in Syria, which is the most important factory than the first one. It’s on the Turkish border, it’s under the control of the terrorists for two years, and we sent formal documents to the United Nations regarding that factory. They wanted to come and they sent us a formal response, they couldn’t reach it.
So, the chlorine in Syria is under the control of the rebels

Hundreds of barrels were uncovered on a rebel-held farm near Baniyas in July. [20] Some were found in the maybe-gassed Jobar on August 24, three days after the attacks under study. [21]

and soldiers involved in the raid were said to have been overwhelmed by fumes in those same tunnels.

According to a recent extensive report based on interviews with an al-Qaeda aligned "rebel" in Syria, al-Qaeda acquired the Sarin from a storage facility of the Syrian regime when it conquered the Syrian base of Regiment 111 in late 2012.
This was before the split of al-Nusra and the Islamic State.
There would thus be no difference between "regime Sarin" and "al-Qaeda Sarin".
But even completely independent of the origin of the Sarin,

U.S. missile experts had long concluded that the missiles
which carried the Sarin in the attack could not have been fired from government held areas. Their range was simply too short.
Thus the event must have been a false flag attack.

The Organization for the Prohibition of Chemical Weapons (OPCW) has confirmed the traces of the sarin gas used in Syria are not linked with the Syrian government's former stockpile of chemical weapons. The report corroborates the Syrian government's assertions that the faction responsible for the chemical attack, as well as 11 other instances of chemical weapons use, was the Syrian opposition.
The report also substantiates last month's claims from Ahmed al-Gaddafi al-Qahsi, cousin of Muammar Gaddafi, who said that the chemical weapons used in the incident had been stolen from Libya and later smuggled into Syria via Turkey by militants.

President Bush will officially present the GMEI in June at the meeting of the G-8.

It is true that before 9/11, when dealing with leaders of most Middle Eastern countries, American diplomats were not instructed to press for more open political systems.
Most of these systems have grown increasingly autocratic over the past half century.
In those days we were guided by a very terse definition of America’s priorities in the area:
    enhance the security of Israel,
maintain the free flow of oil at reasonable prices and
block Soviet efforts to gain a foothold in the Gulf.

The attack, which Turkish authorities are treating as a terrorist act, claimed at least 39 lives and injured almost 70. The gunman is reported to be still at large.
The gunman, who may be from a Central Asian country, is suspected of coming from the same cell responsible for carrying out a deadly gun-and-bomb attack on Istanbul’s main airport back in June of last year, according to Turkish Hurriyet newspaper.

    1. I saw one of his videos and wasn't impressed. His presumptions went like: all Islamist rebels are ISIS, all CWs are sarin, all 'hell cannon' shells contain sarin, it came from Libya and ties in with all that, I was right about everything OMG I better sit down.' He seemed self-assured but not much wrapped-up with fact-checking.

MY INITIAL REPORTING on the DIA memo that in 2012 predicts that the West would fuel the rise of “an Islamic State” in Syria caused enough of a global media stir that it prompted DIA Public Affairs to respond to my questions.
But as Middle East Eye reported, the DIA’s response was disappointing yet still somewhat revealing:

23/01/2017 ISIS has replaced Syrian terrorists with foreign jihadists in positions of power in Raqqa Governorate.

Abu Saraqeb al-Maghribi, a Moroccan, is now the new Head of Security in Tabqa city in Raqqa Governorate, an informed source told ARA News. Tabqa city is under threat of facing an assault from the Kurdish-led Syrian Democratic Forces. Al-Maghribi was promoted after the Syrian head of security in Tabqa was arrested by ISIS on corruption charges, ARA News claimed.

An Egyptian, known as Abu Jandal al-Masri,
is now the Chief of Information in Raqqa, who has replaced the Syrian jihadist Abu Ahmed al-Souri at the supposed request of the ISIS supreme leader al-Baghdadi.

Furthermore, the group has replaced another Syrian official with an Algerian, called Abu Muhammad al-Jazrawi. Al-Jazrawi was named as Chief of Hisba – or Islamic Police, the Ara News report continued.

23/01/2017 The opposition delegation, which arrived in Astana on Sunday, is made up of about a dozen rebel figures led by Mohammad Alloush of the powerful Army of Islam rebel group.

The Syrian government has sent its U.N. ambassador, Bashar Ja'afari, and military delegates.

Lavrov said at a news conference on Monday in Moscow that Russia is "glad these talks started today, despite predictions and attempts to hamper" them.

He says the U.N. envoy, Staffan de Mistura, will have the support of the Iranian delegation in contacts with Syrian government representatives while the Turkish delegation will be helping de Mistura reach out to the rebels attending the talks in the Kazakh capital, Astana.

  43. January 24, 2017 Jabhat Fateh al-Sham launches mass assault on groups supporting negotiations with government in Astana

Syria’s former al-Qaeda affiliate on Tuesday launched major co-ordinated assaults on Free Syrian Army groups in northwestern Syria
as FSA representatives attended peace talks in Kazakhstan.

Reports suggest mass assaults by members of
    Jabhat Fateh al-Sham (JFS)
on FSA factions around Idlib and Aleppo province.
Heavy artillery, suicide bombs and even attacks on internet access in Idlib were reported on Twitter, suggesting JFS was executing a planned strategy across a wide front.

The Syrian Observatory for Human Rights, a UK-based monitor, said the clashes began early in the day with an attack by JFS on a base belonging to the Jaish al-Mujahideen faction of the FSA.
That attack prompted further clashes along the border between Idlib province and northern Aleppo province.
