132. The Mission received a number of credible first-hand witness reports regarding anapparent mass killing at Yarmouk Detention Centre to the South of Tripoli, on 23August 2011. The Detention Centre was reportedly operated by the Khamis Brigade.

According to information received, approximately 150-160 individuals were detainedtogether in a large room at the Detention Centre. At approximately 9 am on 23 Augustthey were told they would be released that day. However, a number of witnessesreported receiving this news with a ‘bad feeling’, as they had not yet beeninterrogated. The subsequent arrival of 3 new detainees at noon appears to haveconfirmed these fears.

Shortly after sunset, a number of guards entered the room and ordered all former members of the military to leave with them. Approximately 17-20 detainees were taken from the room; soon after, those remaining heard a number of shots, which they took to mark their execution. Guards then opened the door to the large room and opened fire with light machine guns, while a number of hand grenades were also thrown into the room. This procedure was repeated a number of times, apparently until the guards ran out of ammunition. At this point a number of survivors attempted to flee, but were shot as they left the room.

Witnesses estimated the dead at approximately 100. The Mission was unable to verify this number, but did receive a list noting the death of 30 individuals from Zliten alone in this incident.

136. Similar mass killings perpetrated around the time that opposition forces seized control of Tripoli have been reported by Human Rights Watch.

137. The Mission believes that these allegations warrant further investigation.

  1. Once again an example of "activist say" type of reporting. They have simple gone to Libya to record the lies and rumors and published them in their "findings". Any witnesses sound "credible" when they repeat an official version of events. No effort was made to question or refute the allegations. They do not need to – they are part of Team-HR!

    1. That is a bizarre thing to say, and I note they gave no examples or illustrations atall. In fact, it was an Islamist crime and the media (and the "Human Rights groups, as Petri points out) went to great pains to help cover it up, despite some touchy rebels fearing they'd be blamed (see Saad Basir, Warscapes). Defensive.

      They also used the wrong video, of soldiers killed, again by Islamists, back in February. Are they an Islamist parody site or what?

    Observation #1: It’s my memory that at least one of the corpses outside the shed showed signs of having been tortured. Do I remember correctly? If so, that detail (tortured corpse with eyes plucked out—is my memory correct?) undermines the narrative from the Palestinian Centre for Human Rights. If my memory is correct and if the PCHR is correct, the killers dawdled to torture a man outside the shed before killing victims inside the shed. While this behavior is theoretically possible, it’s not plausible. Or even less likely, anti-Qaddafi forces defiled the corpse after the Jamahiriya soldiers had killed him.

    #2: If eyes were plucked out, isn’t this a sign of a religious-extremist or racist killing?

    #3: If the PCHR narrative is correct, and if most of the victims outside the shed are black, black soldiers were perceived as disloyal to Colonel Qaddafi. Of course, this is possible, but the more likely interpretation is that racist anti-Qaddafi forces killed the black soldiers.

    The black soldiers are massacred ten days or so after the racist sacking of Tawergha, a largely black town of 10,000 to 35,000 (accounts vary regarding the population). Even the MSM acknowledges that ethnic/racial cleansing occurred in Tawergha. Moreover, groups like Amnesty International and Human Rights Watch have documented the terrorism directed toward blacks in Libya. Some/many of the regime-change forces were racist; we also know that Qaddafi was popular with blacks. Hence we should be reluctant to ascribe the killing of blacks to Jamahiriya forces.

    There’s a strange narrative from Walter Fauntroy, an American ex-Congressman who worked with Martin Luther King. According to Fauntroy, who spent months in Libya, Danish and French Special Forces were beheading Libyans in small towns to terrorize people into accepting regime change. Fauntroy claimed that 90 percent of Libyans supported Qaddafi. Obviously, Qaddafi did not enjoy that kind of support—at least not among all Libyans. However, is it possible that Fauntroy, who is black, mainly interacted with black Libyans, and Qaddafi enjoyed huge support from black Libyans? In the United States, the Democratic presidential candidate typically garners about 90% of the African-American vote that turns out. If Qaddafi enjoyed extremely high support among Libyan blacks, it’s less likely that black soldiers would have been disloyal or perceived as disloyal.

    #4: Is a suspiciously high percentage of murdered, allegedly “pro-revolution” Jamahiriya soldiers black?

    #5: “Shortly after sunset”: do alleged eyewitness narratives consistently agree on this detail? It’s my questionable memory that they don’t.

    #6: “those remaining heard a number of shots”: Have previous narratives consistently included this information? Candidly, I don’t recall this detail (though I’ve read so much I could be misremembering). If many/most narratives from witnesses don’t include the detail regarding soldiers taken from the shed and shot, then the PCHR’s credibility is seriously compromised.

    #7: To some extent, barbarism on both sides must have happened, but it’s no small matter to determine what extent on each side. Did Jamahiriya soldiers commit murders before fleeing or did regime-change forces commit massacres as they conquered? I suggest this commonsense rule: professional soldiers are less likely to engage in atrocities, while religious fanatics and virulent racists are more likely to commit atrocities. Which side had more professional soldiers? Which side had more religious fanatics and virulent racists?

    The commonsense is that the regime-change forces committed more of the atrocities.

No beheadings, except maybe among the 8 we haven't seen or had well described (UNHRC says 20 total) or among the burned. #1 and 16 seem that way to me. All pretty much unnoticed.

      #5 Sunset is consistent, one of the most consistent point, enough so that I consider it quite suspect. Almost everyone agrees, and it'sgot a touch of poetry I don't trust.

      #6: Ali Hamouda describes something like this. Others might hint at it, but not that I noticed. Munir el Goula directly contradicts it -he has about 20 soldiers from outside pushed in by African mercenaries at the outset and killed with the rest inside the "jail."

      #7 Guess the writers don't know about basic concepts like that. They're just floating on whatever breeze the rebel hot air happens to create.

There was great outrage in the beginning of this conflict by the west/media that Ghaddafi would actually contract with private forces, and yet here is the west doing the same thing. It is a killing that reflects the hypocrisy.

      Mr. Fauntelroy... I don't know much about his credibility, but if he's all there is for the CIA's doing the beheading to get the rebels blamed, not going for it. There's a possible logic, but man, what perfect patsies in all other regards.

      Plastic handcuffs: To be fair, both sides can use them. But point taken, it's done all the time in rebel field operations, taking in masses of new people, and far less in gov't run prison camps where people are already subdued. To the extent plastic handcuffs are present (sometimes they're cut off after execution, but leave marks), it suggests the moving party. The ones who just conquered, not the one who "fled" to nowhere in particular.

      Tajoura mass graves - all 700 handcuffed? Many, I'm sure. It's semi-standard for executions. But these mass graves usually include all kinds of combat dead as well. They take every corpse they can get. To justify themselves, they need the biggest pile possible, and all blamed on the villain.

      Then the story is taken over by the ramsay sky man , from the shed till tarhouna 29 aug , where Khamees is supposed to have been killed.

      perhaps it`s necessary to "demonize" (important role in the “Bulgarian nurses affair) a little bit too, to get him/her for "war crimes"...     International and Tunisian lawyers, jurists, European royalty and nobility, human rights advocates and pro-democracy activists gathered for a peaceful international conference to examine the situation of the Libyan people under the authority of militias and armed gangs.

    The conference, which was to take place on 10 March at the Diplomat Hotel in Tunis, where a hall was booked and paid for, was barred from its participants entering the original venue and had to relocate to another venue in the Tunisian capital city.

    At the second hotel, the international Mathaba News Agency broadcast live sound and images to the world of the various international and national delegates who gave testimony to the crimes being committed in neighbouring Libya, for around 8 hours.

    During the 8th hour, while questions were coming in from around the world which were to be answered by the panel, the Tunisian New World Order regime thugs entered the conference hall and ejected the peaceful lawyers and advocates from the hotel.
