The Sirte Massacres: The Mahari Hotel Massacre

Again on October 21 a large batch of bodies in civilian clothes was discovered in a "recently-liberated" area of Libya. There were 53 this time, bound and killed with gunshots, at the Mahari hotel outside of Sirte. They were discovered by locals and, two days later, shown to Peter Bouckaert of Human Rights Watch. By then they were badly decomposed, most placed in body bags, and laid across the seaward side of the hotel's garden. For once, no one among the rebels (to my knowledge) or even in the Western mainstream media is calling this a crime of Gaddafi loyalists.

Two factors at least set this case apart from most previous massacres. For one thing, the victims were recognizable Gaddafi loyalists, including some senior but little-known figures. There's no clear reason, to put it softly, that their besieged colleagues would want to off them amidst the brutal NTC onslaught.

That was also the case, however, for the Abu Salim trauma hospital, where around 75 bodies of executed patients and civilians were found in Tripoli. Black "African fighter" types, and at least one card-carrying special forces soldier, were killed in their beds, and a loyalist staff of a loyalist hospital just vanished, leaving only fine-spray blood spatters in their wake. At the time, nearly all of the dozens of journalists at the scene ignored these clues. It wasn't pinned on loyalists, just left hanging as a terrible mystery.

But that's not happening here. So we turn to the other factor, that Libya's leader Muammar Gaddafi had been captured, brutalized, and executed by "former rebel" forces on October 20, four days prior to the announcement of this discovery. Sooner or later, the NTC would be the (relatively) unchallenged rulers of Libya, and due to the need for pressure points for external influence, would start being blamed for their own crimes. And if they become any trouble at all, perhaps for other peoples' crimes as well (see side-box below). Within four days of the leader's death, HRW was there to let us know the switch-over had happened, and it's time to start looking closer at what Libya's new rulers have been doing the last eight months and might be expected to do in the future. Whether this is by design or just "how things work out" doesn't effect the positive turn this shift will be for readership of this site.

HRW's Details
Fifty-three people, apparent Gaddafi supporters, seem to have been executed at a hotel in Sirte last week, Human Rights Watch said today. The hotel is in an area of the city that was under the control of anti-Gaddafi fighters from Misrata before the killings took place.

“We found 53 decomposing bodies, apparently Gaddafi supporters, at an abandoned hotel in Sirte, and some had their hands bound behind their backs when they were shot,” said Peter Bouckaert, emergencies director at Human Rights Watch, who investigated the killings.

Human Rights Watch saw the badly decomposed remains of the 53 people on October 23, 2011, at the Hotel Mahari in District 2 of Sirte. The bodies were clustered together, apparently where they had been killed, on the grass in the sea-view garden of the hotel.

Anti-Gaddafi fighters from Misrata had held that area of Sirte since early October, according to witnesses interviewed by Human Rights Watch. On the entrance and walls of the hotel Human Rights Watch saw the names of several brigades from Misrata.
"The condition of the bodies suggests the victims were killed approximately one week prior to their discovery, between October 14 and October 19 [...] About 20 Sirte residents were putting the bodies in body bags and preparing them for burial when Human Rights Watch arrived at the hotel. They said they had discovered the bodies on October 21, after the fighting in Sirte had stopped and they returned to their neighborhood."

Human Rights Watch "called on Libya’s National Transitional Council (NTC) to conduct an immediate and transparent investigation into the apparent mass execution and to bring those responsible to justice." Peter Bouckaert, the main investigator here, said. “If the NTC fails to investigate this crime it will signal that those who fought against Gaddafi can do anything without fear of prosecution.” 

Well, it's worked so far...

Victim Identification
Special Note:

Seeing the name Ezzadin al-Hinshiri, “allegedly a former Gaddafi government official,” among the dead strikes a chord with me, in that I've run into him before in my research. He was (implicitly) accused by a strange little liar for being involved with the bombing of Pan Am Flight 103, the “Lockerbie bombing” of 1988.

In February 1991, Swiss electronics maker and apparent CIA asset Edwin Bollier wrote to his “friend” Mr.Ezzadin Hinshiri, of the Libyan JSO (intel agency), about his work with investigators of the bombing.The letter was neither warning nor threat, just a friendly tip-off that the Libyans were in the process of being framed by someone, and to make sure they "wouldn't think that we had made up the story in order to accuse the Libyans,”as Bollier said at the 2000 trial.

Bollier mentioned therein a suitcase, which he says he was tricked into carrying to Libya shortly before the bombing. An intermediary brought him a brown suitcase full of “clothes for a friend" and “asked me to deliver the suitcase and its contents to Ezzadin's office in Tripoli.”
Among his shifting stories of what was and wasn't in the suitcase, which he peeked into, was "a blue children's suit" very like the “blue babygro” that became a crucial clue from the bomb bag, pointing to Malta, to Tony Gauci, and to "bomber" al Megrahi. Elsewhere, Bollier says he himself added the baby-suit, as a gift for the driver (Mr. Ali) who was to actually deliver the suitcase to Hinshiri.

He didn’t get blamed for Lockerbie, but its legacy underpins all that’s happened to Libya since. Now Ezzadin has died at the crescendo of the decades-long operation, just before his leader he was bound and shot in the head by CIA-backed, Islamic fanatic Libyan Contras.


The locals identified to Bouckaert four of the dead as two Sirte residents, Amar Mahmoud Saleh and Muftah al-Deley, a military officer named Muftah Dabroun, and one Ezzidin al-Hinsheri, according to HRW "allegedly a former Gaddafi government official." (indeed, by the name, he was - see box at right). 

The other 49 remain publicly unknown. The story of their final hours will probably never be told truthfully, so in a way, they died alone like so many others have over the past eight months.



Implications for the Misrata Brigades:
Not good.

  5. I was going through some tweets to Alex Thoson he had an interesting exchange with nobody @Antiwar_Soldier about this massacre (and also the Khamis brigade shed massacre). The latter points out to Thomson in a tweet that Mark Bastian (AFP) writes in a piece entitled Kadhafi's last-stand hometown littered with bodies, 23 October, Outside the city centre, relief workers prepare to bury more than 175 bodies covered with white plastic sheets -- the last Kadhafi soldiers killed in a NATO air strike as they fled in a convoy.

    The remains of 25 charred bodies lie nearby.

    Kadhafi was captured as he tried to flee Sirte but died in circumstances that are still unclear. New regime officials say he was killed in a exchange of fire while others say he was summarily executed.

    Al-Mahari hospital close to Sirte's city centre is riddled with bullets and shells.

    An overpowering odour rises from Al-Mahari hospital, close to Sirte's city centre, where more than 60 corpses are rotting on the lawn.

    Many of the victims have been killed execution-style, a bullet to the head. Some have been bound hand and foot.

    "The hospital was used as a prison by Kadhafi's men. We found it the day Kadhafi died. Our men were held prisoner here," said Sharif Ahmad Sharif, an NTC fighter.

    "Kadhafi's men executed the prisoners before leaving," he said. Other fighters agreed, adding that the city is littered with corpses.

    "We have evacuated so many. I cannot keep count. Hundreds, thousands...," said Sadduk al-Banani, who works for the Libyan non-governmental organisation Tabiya.


    Yet the HRW report of October 24 firmly put the executions at the door of the rebels, as the killings occurred after they seized the hotel.

  6. HRW report focuses on the plight of at least 66 alleged Gaddafi supporters captured after the battle and later apparently executed after being beaten by captors who have so far escaped any scrutiny or consequence.

    “This is the biggest atrocity committed by opposition fighters during the entire conflict,” said Peter Bouckaert, emergencies director at Human Rights Watch.

    “I was about two metres from him. There was already a crowd,” recalls Gourbal Djiddi Nokour, a 36-year-old from Hamilton, Ont.

    “He was in pyjamas, basically. His wig had fallen off. Men were hitting him. He was begging for mercy and yelling that what they were doing to him was haraam,” the Arabic word for sinful.

    In March, 2011, while still in Chad, he received a phone call from an old friend, Khalifa Haftar,

    His militia was assembled there.
    Mr. Nokour was made commander, and was responsible to Gen. Haftar.

    His group moved around the countryside for months, engaging Libyan forces, fighting battles.

  30. 23 oct 2011[Yesterday] Nato officials released details of it role in possibly the last strikes of the eight-month civil war.

    It said planes had hit 11 vehicles in an armoured convoy speeding the late Libyan leader out of Sirte on Thursday, although Nato did not know Gaddafi was in the convoy.

    10.16am: AP has more details on the fall of Sirte: Libyan fighters have overrun the last positions of Gaddafi loyalists holding out in the city of Sirte and the revolutionaries now have all of the ousted leader's hometown within their hands.

    Reporters on the scene say the final push to capture the remaining pro-Gadhafi positions began around 8am on Thursday and was over after about 90 minutes.

    Just before the assault, about five carloads of loyalists tried to flee the enclave down the coastal highway but were killed by revolutionaries.

    "Sirte has been liberated.
    There are no Gaddafi forces any more," said Colonel Yunus Al Abdali, head of operations in the eastern half of the city. "We are now chasing his fighters who are trying to run away."

  43. The willful killing or summary execution of a prisoner of war who is no longer participating in an armed conflict is a grave breach of the Third Geneva Convention on Prisoners of War of 1949, to which both France and the US are parties.

    If one of the domestic parties to a non-international armed conflict becomes an ally of a foreign power and commences fighting against its own people as NATO-led rebels, these rebels could be under enough control from foreign powers so as to make the foreign powers responsible for their acts.

    There is evidence that this was the case when Gaddafi was killed. More would have to be known, but the mere fact that Gaddafi's convoy was first attacked by foreign air power and then by ground forces that, according to some reports, included foreign troops is quite telling evidence.

    Moreover, if as it looks, Gaddafi was fleeing Sirte, it would appear that he was attacked not as a threat to any civilians in Libya, the remit of the use of force provided by the UN Security Council resolution, but either as part of an indiscriminate attack or one aimed at killing people fleeing from an armed conflict.

    An elder from Muammar Gaddafi’s tribe in Sirte has asked government forces for a truce, but there was no let-up in fighting in one of its districts.

    Gaddafi’s hometown and one of the last bastions of support for the deposed Libyan leader, Sirte is encircled by forces with the interim government and under bombardment from NATO warplanes.

    Touhami Zayani, commander of the El-Farouk brigade outside Sirte,
    told Reuters the elder, whom he did not identify, had contacted him on his satellite phone.

    “He called me and said we are looking for a safe passage for the families and for the militia to leave the city,” he said.

    Zayani said he had given his agreement for families from Gaddafi’s tribe, who make up the majority of Sirte’s population, to be allowed to leave but was negotiating terms for armed Gaddafi loyalists to surrender.

    “We didn’t really get into details and we didn’t talk much about how they will leave but I think the scenario will be that they have to give up their weapons,” Zayani said.

    With negotiations underway, there was a lull in fighting on the western side of Sirte, where Zayani’s brigade is positioned, but there was no sign of any truce in prospect to the east of the city centre.

According to Gaddafi’s son Saif al-Islam as quoted on the semi-official resistance website Libya SOS, the last time he contacted his father a few hours before the convoy was attacked, his father assured him he had received assurances “from the Americans” allowing him safe passage out of Sirte to the south of Libya without prosecution or bombing.
      The “Americans” referred to by Saif were presumably US secretary of state Hilary Clinton and her entourage who were at that time meeting with their proxy NTC in Tripoli.

      TV station CBS, while recording a formal interview with Clinton as news broke of Gaddafi’s murder, was asked by a reporter ”Did your surprise visit to Libya have anything to do with Gaddafi's death?" Clinton replied: “I am sure it did”.

      Until America, Britain and France declassify secret intelligence documents detailing the sequence of events leading up to and including the assassination of Colonel Gaddafi -- and they are unlikely to do so in the foreseeable future -- we will never know the full circumstances of the “tyrant’s” capture, torture and execution.

      Nor are witnesses to the truce negotiations and safe-passage agreement easy to come by, since one of those murdered in his home in Sirte by Libyan rebels was the chief of the Qaddadfa tribe of which Gaddafi was a member, and who had played an important part in the negotiations for truce and safe passage.

    John Rosenthal has reported at WND.com that the Libya Shield Brigade fought in the anti-Gadhafi revolution -- which Uncle Sam, of course, supported -- under the black flag of al-Qaida.

    Rosenthal further notes that in October 2011, Libya Shield's leader, Wissam Bin Hamid, issued a statement to Arabic jihadist websites stating: "The Islamic Shariah is a red line, we will not cede one rule of it, and Islam is the only law-giver and not (merely) the foundation (of the law)."

    Bin Hamid, not at all incidentally, is also described on an online jihadist forum as a veteran of jihad in both Iraq and Afghanistan.

    This is what I mean by Libyan "allies" who have fought and killed Americans from the Other Side. Now, they're escorting Marines to secret American annexes, and doing so as a matter of Obama administration policy.

    Over the weekend, more than 50 bodies were found strewn across the ocean-view lawn of the Mahari Hotel, which according to the New York-based Human Rights Watch, had been in the hands of Misrata rebels during the fighting.

    Farraj al-Hemali, a Sirte resident who was among those to discover the dead, said 25 of the corpses were found with their hands tied behind their backs.

    Blood had soaked into the grass, indicating they were killed on the spot.

    Among the dead were civilians and Gadhafi loyalists, and most had been shot in the head or chest, he said.
