Dusty and Dated Names, so What?

We at this blog (basically Petri and I and, in context Felix) flaked out on covering Libya as soon as there was no ongoing external-power air war, almost as if that was the end of the "Libyan civil war." The blog title was never very acurate. For the record, I picked it in early April, 2011, in response to claims of pro-war Libyan suck-ups that virtually all of Libya's people rejected "the Gaddafi regime" and this was no civil war the West was stepping into - just a small prod to finalize the will of all the people. So I just countered that by calling it a civil war, always I thought with the majority supporting the government and opposing the suck-ups. Nothing since has changed my mind on that ... so it was the Libyan imposed chaos, the Libyan Naqba ... whatever the site's called, it's what's there that matters, and it was always pretty awesome on balance.

It took the end of the air war, the fall of Sirte and murder of Gaddafi, and some more time totaling about ten months of this blog's existence, before Petri and I formalized a Citizen's Investigation Into War Crimes in Libya (CIWCL - website) in February 2012. We refined some of our more detailed work on murky massacres in Tripoli into two serious reports later in the year (June and August). By then, we had shifted from covering these Libyan incidents and looking at current ones in Syria. Under the same CIWCL name and at the research wiki-cum-discussion forum A Closer Look On Syria (ACLOS), we have done much to correct the record on Syria and also expanded a bit into Iraq and even more into distant Ukraine, as that land too was flung far off balance fell apart, with all kinds of crazy false-flag shit for us to untangle.

We are the masters of the incorrect and dated title, arbitrarily left on what remains pretty amazing work. We are the CIWC Libya studying events in Syria, A Closer Look On Syria investigating war crimes in Ukraine, etc. So there's no good reason why a blog called "Libyan Civil War" should stay so quiet - especially one that still gets decent views (thanks to my salf-appointed ghost writer "h". Hi, h!)

Forthcoming fairly soon, hopefully (still only so many hours in a day):
- Houla Massacre re-cap - important achievement
- Maybe other Syria highlights (Ghouta, Aqrab, Al-Bayda-Baniyas, the "Caesar" photos, etc.)
- Maybe some Ukraine issues, from February's snipers to mass graves in the east.
- Possibly some new Libya-related posts, at least all-but-blank subject-centered comment accumulators like my last couple...

Recently, I've been working mainly on Ukraine, and strictly the Odessa Trade Union Massacre (off-the-books Anti-Terror Operation?) of May 2, recently with more input from other ACLOS members. Resup has provided some great translations that unlock spoken info to advance the case (see main page, main talk page, and the sub-(talk)pages (with sub-(main)pages mostly underdeveloped so far... On November 2, it will be six months since this unsolved act of state-sponsored terrorism happened. I'll have a post or two in time to help mark the semi-anniversary.

    Soros is on the executive board of the International Crisis Group, a "crisis management organization" for which Evans serves as president-emeritus.
    WND previously reported how the group has been petitioning for the U.S. to normalize ties with the Muslim Brotherhood, the main opposition in Egypt, where longtime U.S. ally Hosni Mubarak was recently toppled.

    At least 30,000 people were killed and 50,000 wounded in Libya's six-month civil war,
    the interim health minister said, offering a first detailed estimate of the high cost in lives of bringing down Moammar Gadhafi.

    There have been rough estimates in the past, but Naji Barakat, the health minister in the new Libyan leadership, said his figures are based, in part, on reporting from hospitals, local officials and former rebel commanders.

    Barakat said he'll only have a complete count in several weeks, but that he expects the final figure for dead and wounded to be higher than his current estimates. Libya has a population of just over 6 million.

Now after the destruction of Libya, Jalil admits to the world on Libyan Channel One that the protestors that were killed in Benghazi that caused the UN and NATO to attack Libya were killed by a group of spies and mercenaries who were not Libyan. He admits that he knew the truth at the time but it was done to take down the Libyan government and break the state. He admits that he was briefed in advance that this was going to happen and that the people of Libya did not recognize the dead protestors because they wore civilian clothes and there was no one who came to their funerals as they had no relatives or friends in Libya.

    As the uprising began, military councils formed in cities across the country.
    In Misrata, the Misratan Military Council (MMC) emerged at the end of February
    2011 to prepare the defence of the city. It was led by individuals with military
    experience—either officers who had defected from the National Army or those
    who came out of retirement to join the council. The MMC served as the central
    military authority and was linked to the local civilian committees running
    the city, which later became known as the local National Transitional Council
    (local NTC).10

    Yet the MMC did not control the brigades or serve any command function.
    Rather, it facilitated communication between brigades by establish-ing radio control rooms,
    which soon became a central intelligence repository.

    The MMC was also instrumental in organizing weapon and ammunition
    deliveries from Benghazi.11

    Brigades would travel to Benghazi to purchase weapons but the delivery of those weapons to Misrata was usually organized by the MMC.
    Later in the war, the MMC also organized weapon and ammunition purchases from beyond Libya’s borders to augment brigades’ independent efforts (UNSC, 2012a, p. 26).

    Coalition air strikes have degraded Libyan leader Muammar Gaddafi's main ground forces by 30 to 40 percent, but the battle appears to be heading to a stalemate, the top U.S. military officer said on Friday.

    "It's certainly moving toward a stalemate," said Admiral Mike Mullen, chairman of the U.S. military's joint chiefs of staff, addressing U.S. troops during a visit to Baghdad.

    "At the same time we've attrited somewhere between 30 and 40 percent of his main ground forces, his ground force capabilities. Those will continue to go away over time."

    The first of these TF 473 on May 2 using frigates not only as a floating artillery capable of hitting directly on objects but capable of providing a rapid and massive support for rebel forces in Misrata or Brega especially by the airmobile group.(GAM) 18 helicopters of different types.

    This action closer to the coast is further facilitated by the Franco-British raid on May 19
    on the three ports held by loyalist forces eliminating what was left of the Libyan navy,

    This is not the first time NATO has been accused of negligence.
    At the end of March NATO ships are alleged to have ignored distress calls from a damaged refugee boat from Libya.

    A military helicopter spotted the boat but merely tossed the victims water bottles and crackers. The refugees waited in vain for rescue. According to the British Guardian newspaper an aircraft carrier in the vicinity also failed to respond.
    In the end, 61 people died of thirst.

    The Royal Canadian Air Force played a key role in the NATO bombing campaign against Gadhafi’s forces. Those airstrikes destroyed large parts of Libya’s military and are credited with allowing the group of rag-tag militias and assorted armed groups to eventually seize control of the country.

    The Libyan rebel movement’s primary embarrassment at the moment is that their claims
    of “50,000″ civilians slain by Moammar Gadhafi looks by early bodycounts to be about 49,000 too many.

    Bodies are turning up, however, and not the ones the rebels were hoping for.

    Instead, reports have the rebel forces dumping hundreds of bodies in a “pro-Gadhafi” cemetary with no identification, slain by the rebels for some unexplained reason.
    Just one cemetery reported some 800 unidentified corpses.

    According to its own records, NATO launched 9,700 “strike sorties”: 6,300 were military,

    meaning that NATO hit 3,400 civilian targets.38

    According to the UN’s human rights mission, on average 60 civilians died for every twenty strikes: approximately three civilians per strike.39

    If we multiply 3 by 9,700 divided by 20, it can be estimated that 1,455 civilians
    died as a result of NATO strikes,

    added to the 1,300 who reportedly died in a single NATO attack.40

    In total, NATO probably killed around 2,700 civilians by direct bombing
    (about the same number as NATO’s Serbian-Kosovar victims),

    and of course many more will die from the cancer and deformities caused by depleted uranium.

    Libyan authorities are making good faith efforts to respond to civilian harm by providing much needed financial compensation to af-fected families.

    In April, Ali Tarhouni, the acting Minister of Finance and Oil, established a fund to provide assistance to the families of those killed, detained or wounded during the conflict.
    Staffed by volunteers, it currently operates in most of the major cities in Libya.

    As of late September, the fund had registered 5,249 victims,
    and provided monthly assistance to approximately 4,000 through Libya’s unfrozen assets.

    In June 2012, Farkash learned that people were being tortured in underground prisons in Benghazi. What made the discovery particularly upsetting was that the largest of these torture chambers was located in the 17th of February revolutionary camp, right down the street from the apartment where he was living. Farkash had always thought of the 17th of February crew as the good guys.

    Last January the Libyan government suddenly came with a figure of 4700 losses on the rebel side while claiming that for the Gaddafi side "the death toll may be about the same as among revolutionaries, if not indeed less."

    The prior estimates assumed that - due to NATO bombs - the number of casualties among Gaddafi supporters would be higher. There would also be a total of 2100 missing.

    This death toll of some 10 to 12,000 raises with me questions:
    - the reduction to a quarter is quite extreme.
    - in the talk page of the Wikipedia page discussing the casualties it is mentioned that the Libyan government was not very cooperative with journalists who wanted to do their own investigations.
    - there is not - as we got used to in the Balkans - a list of names with places and causes of death on the internet so that people can check for themselves.
    - the article doesn´t mention civilian casualties.
    - both sides have killed prisoners. It is unclear whether these casualties are included.

    The Libyan military has urged residents of a central district of Benghazi to evacuate as it pushes ahead with an offensive against militants in the country's second-largest city.

    “The chief of staff asks all residents of the Assabri district to leave by 12:00 noon [on Monday],” Ahmed al-Mesmari, spokesman for the chief of staff, said on Sunday.

    Assabri is the main commercial area of the eastern city and also home to its seaport, which is employed for wheat and petrol imports.He did not give details, but the army had previously said that members of the so-called Ansar al-Sharia militant group had escaped there after the army had captured other districts.

    In a separate development, the Red Crescent evacuated Benghazi’s main childbirth hospital due to clashes close by. The childbirth clinic, which will be moved to another hospital, was struck several times.

    Libya’s army, supported by forces loyal to retired General Khalifa Haftar, has launched an operation against militant groups in the coastal city. At least 230 people have been killed since the offensive started.

    Libya plunged into chaos following the 2011 uprising that toppled longtime dictator Muammar Gaddafi.

    British media is reporting that some 300 Libyans, hand picked by the british military are being sent back to Libya after a multi-million pound military training program with them at a barracks near cambridge saw around a dozen of these Libyans engaging in sexual assaults both on and off military premises including accusations of rape of a man in a local park.

    Other incidents includes head-butting british military officers and another trainer being threatened by a group of these Libyans.

    Defendants held in Misrata transferred to Tripoli for court hearing

    17 November 2014:

    The eight Qaddafi-regime era officials being held in Misrata were transferred to Tripoli
    to appear in court yesterday as part of a slow-moving trial that includes Qaddafi’s son Saif Al-Islam.

    There were 31 defendants in the dock at Tripoli Appeals Court in Hadba Prison yesterday, including the eight from Misrata, the Head of the Investigations department at the Attorney General’s office, Sadiq Al-Sour told the Libya Herald.

    Another defendant was transferred from a prison facility at Mitiga Airport, he said.

    There had been no previous mention of one of the defendants being detained in Mitiga, and it is not yet clear who this individual was.

    A media representative at Hadba prison today confirmed that the man from Mitiga,
    who he did not name, was now being held in Hadba prison, upon orders of the Attorney General’s office. Without specifying names or numbers, he said some of the defendants had been returned to Misrata while others remained at Hadba.

    Saif again did not appear in court via video link from the mountain town of Zintan
    where he is currently being held.

    which is dominated by the Ansar al-Sharia militia
    which has now formally announced its affiliation to the so-called Islamic State of ISIS, where they started flying the ISIS flag even before the formal announcement of affiliation.

    This curious sort of moral equivalence has been encouraged by a ruling of the Libyan Supreme Court two weeks ago that the legitimate parliament in Tobruk was unconstitutional.

    The Court had remained in Tripoli and when it announced it would hear a case challenging the elected parliament the legitimate government made the mistake of participating in the proceedings.

    This was naïve on the part of the government for the Court was now meeting in an environment in which any ruling against Libyan Shield could result in arrest or even assassination.

    The Supreme Judicial Council was surprised by the GNC’s decree to dismiss Attorney General Abdulgader Jumaa Radwan and appoint Sadiq al-Sour as Chief Prosecutor
    to the Office of the Attorney General. The Supreme Judicial Council emphasized that the GNC decree encroaches on the judiciary, whose independence is guaranteed in the Constitutional Declaration.

    Attorney General Abdulqader Radwan has written to both the presidents of both  Supreme Court and the Judges High Council  requesting them to take a clear stand against the interference of the General National Congress (GNC) in the judiciary.

    Radwan referred to the GNC session of 10 June in which he, Radwan was dismissed and Sadiq Al-Sour appointed in his place, saying he considers this to be GNC obstruction of the authority of judiciary authority. Al-Sour has thus far declined to accept the appointment.
    “It was just a desperate reaction against the Supreme Court ruling on the illegality of Maetig’s election,” Congressman Abdullah Ghmati told Libya Herald.

    The Libyan Judges Organization (LJO) has  in fact already  formally condemned the Radwan’s firing  and called up the GNC to cancel it.

    The First Deputy President of Congress, Ezzeddin Al-Awami, maintained  that the GNC session of 10 June was illegitimate because of it lacked the required quorum, making it powerless to  approve any decision taken that day.

    In its 11th meeting of 2014, held on Monday, the Council discussed the issue of the recent dismissal of Abdulqader Radwan and the appointment of Sadiq Al-Sour as his replacement. Sour, for his part,turned down the appointment citing his desire to respect the rule of law and proper processes in place for such appointments. Radwan wrote a letter to the Council asking it to take a clear stand against the actions of the GNC. Following Tuesday’s meeting the Council released a statement saying that the jurisdiction of the appointment of Attorney General belongs to the Supreme Judicial Council and is based on a decision made by the Council, a decision based on very specific articles in the laws regarding the judicial system. Furthermore, the Council stated that it considers the GNC’s actions regarding the General Attorney an infringement of the legislative authority on the judicial authority.
    The Council pointed out that the constitutional declaration stipulated “its independence as part of the implementation of the separation of powers principle.”

    The mock trial for Saif Gaddafi and 36 officials of the Jamahiriya was postponed again today.

    The next hearing is scheduled for November 30, 2014.

    31 defendants were present, however Saif Gaddafi was again excluded, the Zintan brigades claiming that security prevented them from providing a closed circuit video link to the Tripoli proceedings.

    During today’s show trial,
    observers noted that there was an absence of adequate security
    and that the majority of prisoners had no defense counsel present.

    The status of detainees remains an outstanding concern.

    Abdullah Senussi began a hunger strike two weeks ago. His family have not issued a public statement. Neither has his defense team.

    This occurred the same day that a mock trial was held in Tripoli and prisoners were being transported to Hadba Prison through Mitiga from Misrata, and one unnamed prisoner who was detained at Mitiga.

    This highlights the danger prisoners are exposed to when trials are being held on militia territory.

    Unverified images of fighters, who allegedly carried out suicide bombings in Libya,
    were published on a website affiliated with the Islamic State in Iraq and Al-Sham (ISIS).
    The website claimed that the fighters were affiliated with the group.

    It further stated that the fighters hail from Tunisia, Egypt and Libya.
    The publication comes days after an audio recording was released,
    in which a fighter pledges allegiance to ISIS leader Abu Bakr Al-Baghdadi
    on behalf of fighters across Libya, “out of obedience to the word of God”.

    The audio recording states that there are brigades of fighters in Libya’s three “states”: Barqa, Fezzan, and Tripoli. These three encompass the entire Libyan country.

    This audio recording was followed by another one, attributed to Al-Baghdadi. In the recording he said that the “Islamic State has expanded to include” Saudi Arabia, Yemen, Egypt, Libya,
    and Algeria. He added that he accepts the pledges made to him from these countries.
